PCO/TCO/ Fumigation Services Market in Japan: Key Research Findings 2024
FY2023 Pest Control/Termite Control and Fumigation Services Market Rose 0.8% on YoY to 141,670 Million Yen
Yano Research Institute (the President, Takashi Mizukoshi) has surveyed the domestic market of pest control operation (PCO), termite control operation (TCO) and fumigation services and has found out demand trends, trend of market players, and future perspectives.

Market Overview
FY2023 pest control operation (PCO)/termite control operation (TCO)/fumigation services market size (based on the sales at service providers, not including pesticides, etc.) expects a slight growth by 0.8% from the preceding fiscal year to 141,670 million yen.
With the Revised Food Sanitation Act fully in effect, sanitization management complying with HACCP (Hazard Analysis and Critical Control Point) has become mandatory since June 2021 after a grace period. This can trigger the PCO market to gain momentum of reinforced sanitization management centered on food industry.
On the other hand, the TCO market is showing a level-off, because of spread of those houses being constructed on mat foundation or that use termite-proof sheets without the need of any measures against termites and because of fiercer price competition among businesses and regulations for door-to-door sales, although the market has no fear of vanishing demand on account of the target detached wooden houses constituting the majority of domestic dwelling.
The fumigation market has been flat, as the import and export volume of target timber, grains, and green grocery having recovered from the sluggish period during the COVID-19 crisis.

Upsurge of Bed Bug Consultation Cases – Number of Consultation Cases on Pests and Harmful Animals in Urban Areas (Examples in Tokyo)
In recent years, bed bug consultation cases are surging in Japan. Bed bugs are troublesome not only because they cause skin rashes and pruritus when bitten, but they also easily multiply.
According to the survey by Bureau of Public Health at Tokyo Metropolitan Government, the consultation cases on bed bugs have boosted to 405 for FY2022, 144.1% of that of previous fiscal year. One of the reasons for infestation is being brought in the country through increased inbound tourists. Consultations and requests are surging to PCO service providers to exterminate bed bugs by hospitals and general households, in addition to those by accommodation service providers including hotels and Japanese traditional-type inns.
There are multiple methods for eradicating bed bugs: Heat or freezing treatment in addition to chemical approaches. For instance, the PCO service providers may steam the spot infested by bed bugs to a temperature of 100 degrees by using a commercial steamer or use dry snow or dry ice blasting for the spots that are difficult for a steamer to apply such as where electric machinery or equipment are in place or outlets are being exposed. Because bed bugs are resilient to chemical agents, even newly commercialized pesticides quickly become ineffective after repetitive use. As the number of consultation cases on bed bugs is projected to continue increasing hereafter, PCO service providers are likely to be forced to try various methods to eliminate them.
Future Outlook
The PCO market size expects a slight growth, as hygiene management is likely to intensify at food manufacturers, food service providers, and food retailers, added with their promotions on stricter measures to prevent from foreign substance and thorough pest exterminate procedures and pest control measures, while reducing environmental burdens.
The TCO market is projected to decline slightly, as the dwelling maintenance opportunity is decreasing, owing to an increasing number of vacant homes and other reasons, although the market seems to have bottomed out, with higher consciousness on home conservation, requiring the efforts for longevity and disaster prevention for houses.
The anticipation for fumigation service market is quite promising, due to favorable demand for fumigation of exporting timbers.
The domestic market size for PCO, TCO, and fumigation services expects 141,300 million yen, somewhere between a level-off to a slight rise.
