Yano Research Institute (the President, Takashi Mizukoshi) has conducted a corporate survey on implementation status of medical ICT systems and equipment at newly started clinics. This press release announces our findings on the implementation status of Electronic Medical Record (EMR),Online Eligibility Verification, and Electronic Prescription System.

Summary of Research Findings

Yano Research Institute conducted a survey in May and June 2024 using a mailed questionnaire to 210 clinics nationwide that newly started in 2022 and 2023.
The survey shows a high adoption rate of EMR at 97.6%, with a number of clinics introducing cloud-based EMR exceeding those adopting on-premise systems (70.8% vs. 26.8%). One key reason for this preference is the lower upfront cost of cloud-based EMR, as it doesn’t require on-site server installation. Additionally, the growing availability of cloud-based EMR is driving adoption, as vendors are actively promoting these solutions.

Increase for Online Eligibility Verification System & Signs of Increase of Electronic Prescription System Observed

In the survey, we asked about the registration status of Online Eligibility Verification and Electronic Prescription that are endorsed by the government as part of the “Medical Digital Transformation (DX) Promotion Plan.” The percentage points of clinics that indicated either “introduced at the start” or “will apply after the start or currently preparing for application” totaled 85.5% for Online Eligibility Verification, and 19.5% for Electronic Prescription system.
The gap between the two reflects differences in the timing of their respective national systems. While the Online Eligibility Verification system was launched in October 2021, the Electronic Prescription system didn't begin until January 2023. With additional subsidies now available, the adoption of the Electronic Prescription system is expected to grow significantly going forward.

This research intends to find out and analyze facts about clinics at the time of their start, particularly regarding the deployment of major medical ICT and equipment that are gathering attention in the last few years. The research focuses on clinics that opened in 2020 and 2021, specifically those classified as "Medical clinics" in the Ministry of Health, Labour and Welfare's (MHLW) "Survey of Medical Institutions." However, ophthalmology clinics, obstetrics and gynecology clinics, cosmetology clinics, and facilities with 19 or fewer beds are excluded from the study.
