A Decade-Long Survey Showed Increase in Training on Various Types of Harassment

Yano Research Institute (the President, Takashi Mizukoshi) compiled and analyzed an annual survey conducted from 2016 to 2025. The survey covered human resources development and training status within companies and organizations, as well as graduate recruitment trends and the use of training providers and assessment tools. This article highlights some of the results of the analysis.

Summary of Research Findings

From 2016 to 2025, a corporate survey on human resources development and training status was conducted every May. The survey targeted a total of 1,400 people each year: 1,000 employees from general affairs, human resources, and education-related departments in companies, government agencies, and organizations with at least 500 employees, as well as 400 employees from the aforementioned departments in companies and organizations with 100 to 499 employees. The results of the ten-year survey were compiled into a timeline and analyzed the changes in indicators over the years. This article highlights part of these results.

The survey examined 22 types of group training, including position-specific, business skill, labor-related, language proficiency, global competency, self-development, and certification acquisition training. Ten-year trends revealed a decline in the implementation of many training items in both companies and organizations with at least 500 employees, as well as in those with 100 to 499 employees. This was especially evident among the former group, which did not increase implementation of any training items and reduced implementation of 18 out of 22. Of these 18 items, 12 declined by at least five points between the most recent 2025 survey and the oldest 2016 survey.

Meanwhile, the latter group reduced the implementation of seven out of 22 training items. However, “New Employee Training” was the only item that declined by at least five points between the 2025 and 2016 surveys. This group increased the implementation of four items, one of which was “Training on Various Types of Harassment,” which increased by at least five points.

Many Group Training Items Showed Flat in Implementation, Regardless of Organizers Being Outsourced or In-house

Regardless of their number of employees, companies and organizations showed flat in the implementation of many group training items, whether they were organized in-house or outsourced. In this context, companies and organizations with at least 500 employees decreased the implementation of many group training items and did not increase any, whether they were organized in-house or outsourced. The “decline” in implementation was most visible in group training items organized in-house.

Similarly, companies with 100 to 499 employees had many training items with flat or declining implementation. However, these companies increased the implementation of a few training items. The increase was particularly evident for in-house and outsourced “Training on Various Types of Harassment.”
