Senior Housing Market in Japan: Key Research Findings 2025
Yano Research Institute (the President, Takashi Mizukoshi) carried out a survey on the domestic market of residence for older persons, and found out the current status of the market, the trends of market players, and future perspectives.
Market Overview
The new stock of paid nursing home for seniors, the ‘care houses’ (affordable nursing home type C), the ‘Silver Housing’ (public rental housing for older adults) and senior housing with care services has been growing. However, the pace of this growth has been slowing year by year, and this trend is expected to continue.
According to the Basic Plan for Housing and Living (National Plan)* by MLIT, Japan is currently aiming to secure housing for approximately 4% of its senior population. However, considering the current supply across the four aforementioned categories, this goal is elusive. The government must accelerate initiatives to expand the new stock of senior-friendly housing.

Utilization of Existing Homes To Accelerate Increase of Senior Housing
One way to enhance senior living is increasing the new housing stock specifically designed to support aging, in hopes to encourage older persons to move from less-age friendly homes. However, renovating existing homes to better support aging also serves this goal.
In many cases, upgrading current dwellings is more practical option, as many seniors wish to remain in their own homes, receive care services as needed, and spend their final days surrounded by their family. From this perspective, making existing residences accessible with barrier-free equipment is particularly meaningful and effective.
Future Outlook
