Market Overview

The domestic human resources business market size by industry and occupation (total of 5 markets) based on the sales at businesses for FY2021 rose by 7.1% to 3,894,400 million yen.

While FY2020 HR business market by industry and occupation (total 5 markets) shrank due to the spread of new coronavirus infection, no negative influence was observed in FY2021. Each human resources service has recovered or expanded to have exceeded the level before the corona disaster.

Noteworthy Topics

Construction Staffing Service Market

Since 2013, the restoration works after Great East Japan Earth Quake, and the construction for Tokyo Olympic & Paralympic games had fueled the demand for temporary staffing for the construction industry, including construction managers, which had expanded the concerned market. However, after the construction demand for Tokyo Olympic & Paralympic games and that for restoration works slowed down, together with coronavirus infections having suspended or stopped construction work at sites, the worker dispatch services became sluggish, and the market downturned in FY2020.

Likewise in FY2021, sluggish demand for construction prevented the market from growing, but the market is expected to expand again in FY2022 and onward, because of urban redevelopment and infrastructure development in various areas causing revitalization of construction demand, as well as requests for an increase in temporary staff (dispatched staff) as a result of workstyle reform (optimization of working hours).

*The construction staffing service market covers the dispatch of construction managers for architectural, civil engineering, electrical, plumbing, landscaping, construction machinery, and telecommunication works, the dispatch of CAD operators who create and revise various drawings, and of office workers for create, organize, and manage documents needed at each job site (including some placement service).

Future Outlook

In FY2022, although the coronavirus calamity continues, each market is expected to show recovery and expansion just like in FY2021. The domestic HR business market size by industry and occupation (total of 5 markets) is projected rise by 5.0% to 4,090,700 million yen. On the other hand, the industry has still been affected by the restrictions caused by new coronavirus infection, which is making some companies to suffer from business stagnancy and are threatened to survive. If such a status continues, negative impact may be generated for human resources demand.
