In February 2025, the Cabinet decided in the Seventh Energy Strategic Plan that it has set the target for new residential buildings constructed after FY2030 to achieve energy conservation at the level of the ZEH standard, and for 60% of these residences to be equipped with photovoltaic power systems. The energy conservation standard for residential buildings will be raised to the ZEH standard by 2030 at the latest. In conjunction with the revision of the Building Energy Conservation Act in April 2025, residential energy conservation initiatives will be accelerated, such as requiring all buildings to meet the energy conservation standard and requiring residential buildings in Tokyo and Kanagawa to install renewable energy generation systems.
