Progress of Data Health Reform Aimed at FY2020 Operation Differ by Service

Yano Research Institute (the President, Takashi Mizukoshi) carried out a survey on the data-utilized next-generation healthcare services aiming at health promotion and diseases-and-long-term care prevention, and found out the progress in developing and providing the services, trend of market players, and future perspectives.

Market Overview

Promotion of effective and efficient medical and welfare services to be developed and provided by using advanced technological innovation was stipulated in the growth strategy approved in the cabinet in July 2020. Such next-generation healthcare services together with the platform to provide such services aiming for health promotion and for prevention of diseases and long-term care must be data-driven.

The Data Health Reform in which the above mentioned services are projected has been budgeted since FY2014 at MHLW (the Ministry of Health, Labour and Welfare). According to the documents, the Reform was initially supposed to fully commence in FY2020, but some challenges were revealed in the respective services as of end of FY2019, although some accomplishments in some services were made.

On the other hand, many of each service have similar services started being provided by private companies and organizations.

Future After FY2021

According to MHLW, the Data Health Reform is required to alleviate labor at working sites by providing efficient services from the viewpoint of Work Style Reform. After the platform for the services is built by FY2020, the following four themes are planned to be achieved for the future after FY2021.

1 Promotion to utilize genome medical care and AI
2. HR that connects the people’s own data to their daily lives aiming for health improvement
3.Utilization of information at medical and long-term care sites
4. Effective use of database

Future Outlook

Progress in developing or providing the eight services in Data Health Reform varies: Some services have completed, and some are halfway. The four themes are also the future challenges that must be accomplished after FY2021, by using the experiences in building the eight services and their platform.

In addition to the eight services, private services already in place must be used for attaining the final goals, which are to contribute in the nations’ health promotion and reduction of medical care fees.

Next-Generation Healthcare Systems

Data Health Reform was proposed for achieving next-generation health medical systems that utilize ICT, when “Society5.0” and “Next-generation healthcare system” were proposed in the Future Investment Strategy and when “Next-generation healthcare system” was also suggested in Japan Revitalization Strategy. The eight healthcare services and the platform for providing such services that are to be achieved in the Data Health Reform are currently pressed ahead by the NHLW intellectual committee.

This research unveiled the progress of building next-generation healthcare services and the base platform, together with the trends of Next-Generation Healthcare Industry Association and its local associations, as well as private companies and organizations providing similar services.
