Market Overview

The business process outsourcing (BPO) market size (total of BPO for IT tasks and non-IT tasks) for FY2022 based on the sales at businesses was estimated to have risen by 3.0% on a year-on-year basis to 4,702,090 million yen. Of the total market size, BPO for IT rose by 3.5% on a YoY basis to 2,782,900 million yen and BPO for non IT jobs increased by 2.4% on the same basis to 1,919,190 million yen.

Against the backdrop of the recent labor and human resource shortages, an increasing number of companies are reforming the way they work and implementing DX (transformation of operation with digital technology centered on business automation), accelerating the restructuring of internal resources by focusing management resources on core operations and new business development, and reallocating human resources accordingly. Moreover, along with a comprehensive review of business structure, these companies are increasingly outsourcing core operations such as strategic planning and consulting services in addition to single operations. For these reasons, the BPO market is on an expansion trend.

Future Outlook

With the expansion of the range of operation outsourced and the increase in demand for outsourcing in public sector, the market of BPO services is forecasted to continue growing. The size for the entire BPO services for FY2023 is projected to rise by 4.2% on year-on-year basis to 4,897,590 million yen, with both BPO for IT and for non-IT to continue growing from previous fiscal year, the former by 5.5% to 2,936,000 million yen, and the latter by 2.2% on same basis to 1,961,590 million yen.

About BPO (Business Process Outsourcing)

BPO in this research refers to the services undertaken by a company at the request of client companies to do inner-office tasks such as: System operation/management, call center jobs (contact centers, help desks, and fulfillment), back-office jobs (HR, welfare, general affairs, and finance & accounting), and direct departmental jobs (purchasing/procurement, sales, simple tasks at core sections, and tasks unique to each industry).
However, the following specialty services that have been traditionally outsourced, such as tax matters, distribution, development of information systems, and maintenance of buildings, are not included. In addition, BPO for IT in this research indicates system operation/management among various BPO tasks. All the other BPO tasks are defined as BPO for non-IT jobs.
